Ready-mix concrete plant proposed near Arthur residential area

ARTHUR – Residents will soon have a chance to share their thoughts on a ready-mix concrete plant and access road proposed for just over five acres in Arthur's urban centre. 

To be discussed at a public meeting in Wellington North next Monday, Clark Brothers Contracting and Teeswater Concrete have applied to rezone the back end of 510 Eliza St. from industrial to site-specific industrial to facilitate the construction of ready-mix concrete plant and 77-metre access road fronting onto Macaulay Street. 

Evaluating the impact on municipal services, area compatibility and other factors, a report on the proposal notes several existing dwellings near the site are to be considered and any noise and dust emissions created by the facility will be addressed through ECA approvals required by the province. 

The applicant said future development to the property's west may result in additional road construction down the line. 

Planning staff have asked the applicant to provide additional detail and information on wash water management when the trucks are cleaned.

County roads staff said the proposal doesn't require a traffic impact study based on the operation's expected traffic generation. 

A private well and septic system are proposed for the operation as the applicant said they don't intend to utilize more than 50,000 litres a day. 

A corresponding application to sever the subject lands and facilitate construction is currently being reviewed and will be brought to the County of Wellington's Land Division Committee in September 2024.
