Clarification: An earlier version of this story indicated Your Downtown Guelph Friends were organizing the protest, which they say is not the case. It is unknown who is organizing it.

A protest is being organized ahead of a much anticipated special council meeting discussing a bylaw proposal on the use of public space, including where homeless encampments are set up.

The meeting goes Aug. 28 at 4 p.m., with the protest planned an hour earlier in front of city hall. It is not clear who is organizing the protest but it has been promoted on social media channels.

Mayor Cam Guthrie said the bylaw was brought back because of public concerns raised over the summer about encampments and how residents of those encampments have been behaving.

This includes residents throwing garbage and the casual disposal of drug paraphernalia.

The proposal first went to council in February, but it was deferred pending the result of an appeal filed in Kingston regarding a similar bylaw.

The appeal was later dropped, and work on the proposal was called off in April.
