Update: Environment Canada sent GuelphToday the following explanation early Monday afternoon.
"Thank you for your feedback. Tornado warnings were sent this morning for a number of regions in southern Ontario due to a testing error. We are taking steps to prevent this kind of error from happening in the future.

Environment Canada quickly corrected erroneous information sent out Tuesday that said there was a tornado warning for the area.
At 8:46 a.m. Environment Canada sent out a weather alert via email of a tornado warning for Guelph and Wellington County. They also tweeted the information.
"At 8:43 a.m. EDT, Environment Canada meteorologists are tracking a severe thunderstorm that is possibly producing a tornado. Damaging winds, large hail and locally intense rainfall are also possible," said the email. "This is a dangerous and potentially life-threatening situation."
They also tweeted the information.

Minutes later they sent out an email saying the warning was a mistake.
"This alert has been cancelled. Previous messages for this alert were distributed in error," said the second email.
Environment Canada has not immediately responded to a request for an explanation of the error.
