Nearly half of Guelph Police Service members on 2021 Ontario Sunshine List

Nearly half of the Guelph Police Service members made at least six figures in 2021 with the annual public sector salary disclosure showing 170 members on the list.

This number is slightly down compared to 2020 when 190 total members made the list. 

GPS chief Gord Cobey was the highest-paid member of the department with a 2021 salary of $249,358 and an additional taxable benefit of $7,540

Insp. David Doxey was the second-highest paid, pulling in $242,176 and a taxable benefit of $1,537 followed by Daryl Goetz, deputy chief of police, who was paid $225,465 with a taxable benefit of $4,017.

Documents from the Guelph Police Services board meeting said the 10.5 per cent decreases in department members earring $100,000 or more is attributed to multiple factors, including a new contract that was ratified retroactively to 2019 and the non-standard payroll cycle in 2020 which accounted for 27 pay dates compared to the standard 26.

The 170 who passed the threshold, accounting for 49.9 per cent of all GPS members, is lower than in 2019 when 179 members made the list but higher than in 2018 when 166 members passed the six-figure salary mark.

Other top earners include:

  • Insp. Andrew Goody was given $214,007 with a taxable benefit of $1,447
  • Sgt. David Caron made $190,167 with a taxable benefit of $948
  • Insp. Andrea Ninacs received $183,012 with a taxable benefit of $931
  • Insp. Scott Grover made $180,933 with a taxable benefit of $931
  • Insp. Stephen Gill received $177,403 with a taxable benefit of $931.

Const. Corey McArthur, who is currently on paid suspension pending a discipline hearing, collected $110,689 with a taxable benefit of $630.

This is slightly lower than his previous year's salary which saw McArthur collect $114,756 and a taxable benefit of $609 while on paid suspension.

The report indicates that if inflation was accounted for these salaries the $100,000 threshold established with the Public Sector Salary Disclosure Act of 1996 would be upwards of $157,000 today.

If this was the basis used, only 11 members of the department would be included in the list.

The full list of members on the list will be available effective March 31 at the Guelph Police Services headquarters at 15 Wyndham St.
