Erin finally lands contractor to build controversial wastewater treatment plant

ERIN - The Town of Erin has finally landed a contractor to build its controversial wastewater treatment plant after an initial attempt failed.

Last August, all three contractors Erin pre-qualified to submit bids to construct the plant failed to do so before the closing deadline. 

Erin once again re-tendered the construction of the wastewater treatment plant for a second time in early December 2021. The tender deadline was extended twice at the request of the contractors. The bid officially closed on March 18,.

At Thursday’s meeting, Erin council is set to finally proceed with entering a contract with North America Construction Ltd., one of the prequalified contractors, in the amount of $114,462,461 – $12 million cheaper than its original budget of $126 million. 

At the Dec. 7 council meeting, council approved a list of prequalified contractors for the wastewater treatment plant including Bennett Mechanical Installations Ltd., Graham Construction and Engineering LP, Maple Reinders Constructors Ltd., North America Construction Ltd., and ASCO Construction Ltd.

In a staff report, the tender closed for the treatment plant on March 18 with the town receiving two bids from North America Construction Ltd. for $114 million, and Bennett Mechanical Installations Ltd. for $118 million. 

“Each bid was reviewed by our consultant, WSP and by staff. Based on the pre-qualification submissions of both contractors, we are satisfied that both contractors are fully capable to complete the project within timelines and pricing provided,” the staff report stated.
