Edinburgh Road infill project would turn two units into eight or 12

Project would be allowed as-is if zoning rules weren’t under appeal, say city staff

Proponents of an Edinburgh Road infill project want permission to turn two properties into eight units, maybe 12, but they essentially already have the okay. 

None of the requested zoning bylaw amendments would be needed if council-approved regulations were in place, notes a staff report. Elements of the city-wide bylaw, including those impacting this project, are currently under appeal at the Ontario Land Tribunal.

“There is a very high demand for new housing within Guelph and this proposal provides a great opportunity to help address this demand through infill development,” states a cover letter included in submissions to the city.

As it stands, the plan is to demolish existing residences at 302 and 306 Edinburgh Rd. S. – located north of College Avenue, on the east side of the road – and sever the combined site into eight lots. They are to house four semi-detached homes, each with a three-bedroom basement apartment.

“There is a possibility that rear yard additional residential dwelling units may be constructed as well; however, a final decision will be made at a later stage,” the letter notes.

With the fate of the city’s comprehensive zoning bylaw undecided, the proponent is asking the city’s committee of adjustment for a series of amendments to the previous zoning bylaw that would allow it to move forward with the plan.

They are:

  • To require one parking space per semi-detached unit
  • An accessory unit can take up the entire basement and contain three bedrooms
  • Driveway width can be 60 per cent of lot frontage or five metres, whichever is less
  • Attached garage can be half the lot frontage width or five metres, whichever is less.

“A 3.0m wide road widening is being presented along the majority of the frontage of the subject properties, which will match the widenings on the adjacent properties,” the letter states.

The committee of adjustment is set to consider the requests during its Dec. 12 meeting, held inside council chambers at city hall, beginning at 3 p.m. It will also be streamed live at guelph.ca/live.
